When disputing a bet with an offshore sportsbook, you’re essentially on your own. Your recourse is limited to the sportsbook's customer service, with very little chance of enforcement if the book reneges on its terms and conditions in a jurisdiction. Legal sportsbooks and offshore sportsbooks aren't the same, in terms of customer service and complaint resolution.

Who handles the complaint

Regulated legal sportsbooks are subject to the consumer complaint rules of the state that licenses them. For instance, in North Carolina, bettors with an unresolved complaint against a licensed sportsbook should file with the North Carolina State Lottery Commission. Indiana's sports gambling FAQs require that operators investigate written patron complaints and respond within ten days. Unresolved cases then go to the Sports Wagering Division on a Patron Complaint Form. Pennsylvania Gaming Control Board also requires a complaints filing within 30 calendar days. In nearby Missouri, complaints go directly to the Missouri Gaming Commission.

But offshore sportsbooks lie outside these state-based resolution paths. As an externally-run site, there is no domestic regulator who can enforce a settlement or honor your grievance.

State rules govern the regulated side

This ensures that Texas sports gambling laws won't apply to Indiana legal online sportsbooks, and so on, notwithstanding federal oversight. As a source on U.S. gambling dispute resolution says, betting is run by the states. Individual states have great freedom to incorporate distinct regulations. For instance, requirements from Missouri differ from Indiana or Pennsylvania, and each U.S. sportsbook operator must respect those terms for their jurisdiction.

How betting complaints and disputes are resolved

Bettors under state-regulated sportsbooks are entitled to pursue complaints within a set window that starts when the disputed event occurred. The aggrieved patron should contact customer service, either online or via phone, and ask to submit a written complaint. If this fails, the Sports Gambling FAQs take a consistent stance: formally contacting the state gaming board is the logical next step.

For Indiana, the Indiana Gaming Commission requires a detailed, controlled written complaint. Missouri bettors must submit an account of the incident to the Missouri Gaming Commission, and include as much documentary evidence as possible to bolster their dispute, including screenshots and emails.

Again: unlike with state-controlled sportsbooks, you can't count on any state's prosecution and regulatory muscle against offshore-based betting sites.

If you are disputing a sportsbook payout, particularly one that hasn't shown up or that isn't matching the original offer, U.S. residents have nowhere to turn but the operator themselves, even though the sportsbook may not operate inside U.S. jurisdiction. That leaves few options: trying a chargeback on an outgoing payment, filing a report with the Federal Trade Commission or another pro-consumer regulatory body.

The path's reliability is questionable. Bettors should remain prepared for either path to hit an impasse.
